IES Exam is conducted by the UPSC(Union Public Service Commission) once a year for recruitment of Engineers in various government sector jobs.

"7 attempts For OBC candidates category.
"No limit for SC/ST candidates category.

No that will NOT be counted as an attempt.Your attempt will be counted only if you appear in the exam.It does not matter whether you applied or not.It is zero attempt.Your all attempts are intact for your future.As a matter of fact one should not go for the exam if there is low preparation and should save the attempt for future rather than wasting an attempt just to check the level of exam.So you need not worry.You are having all attempts remaining.Prepare hard and try to qualify in this year IES
