Yes you can apply for IES exam even if you have earlier applied for the civil exam.But the eligibility for the both exams are different,
as for civil candidate have done graduation from recognized university in any stream and for IES one have done graduation in engineering from recognized university and the age limit for exams is 21-30 yrs..
The registration processes are different for both the exams.Engineering services does not come under civil services.That is why you have to apply separately for ES.Your registration for Civil service will hold good for civil service only and not for Es.Thsi year the registrations are over.You have to wait for next year

It doesn�t matter that you applied for the Civil Service exam earlier or not.

Yes it is applicable for the applying of IES Exam even if you have applied for the upsc exam.
IES is also a seperate exam but it has some limitations for application process.All cannot apply for the IES exam.
Because the students with particular domains should apply,rest all are not applicable for the exam.
Students who can apply for the IES Exam are as follows:
Electrical
Electronics & Telecommunication
Mechanical
Civil
These are the only allowed engineering subjects in the 2013 exam pattern.
So rest all are rejected.So apply carefully when you want to apply for this.

If you want to give IES then you need to apply for it separately ....not on the basis of civils.

You need to apply for both the exams separately.
Civil services exam will let you do civil service jobs such as District Youth Commissioner etc which deals with civilians.
However if you compete IES you need a BE degree and you will be posted as an engineer in a government sector.
The eligibility criteria for IES and Civil Servies are:
1.You must be an Indian Citizen
2.Your age must be inbetween 21 to 30 years with upper age relaxation of 3 years for OBC and 5 years for SC/ST/PD.
3.You must hold a minimum of bachelor degree from any recognised university.(BE degree in case of IES).

Yes, you can apply for IES exam separately even if applied for Civil Services Exam earlier.
For IES(Indian Engineering Services) exam you must have engineering degree in any discipline.
Indian Engineering Services exam is conducted by UPSC every year. But you are required to give the papers in any one of the following four streams.
Civil Engineering
Electrical Engineering
Electronics and Telecommunication Engineering
Mechanical Engineering
for appearing in exam you have to fulfill some other requirement like:
>>Engineering degree in any discipline from recognized college or university
>>your age must be within 21 years to 30 years . there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.
