Don't worry friend you will not be treated as first attempt in the UPSC exam.
Because you have completed only first part of application form, So your form will be rejected.
if you complete both the part and don't sit in the exam then it will be not counted your first attempt.

No not at all.Until and unless you appear in the written test,your attempts will not be counted.Even if you have applied for part 2 registration,but not gone for the exam,then also your attempt would have not been counted.So there is nothing to worry.Your attempts will be intact.
