Yes you can apply for Civil Services Exam. The minimum educational qualification for civil services exam is graduation in any stream. One need not to have any minimum percentage in class 10, 12 or graduation. Also these percentage does not matter in the selection process. So if you have completed your bachelor degree from a govt. recognized institute and you fulfill the criteria regarding age and citizenship, you can apply for the exam. Regarding your qualification you have the same chance to crack the exam like any candidate appearing this exam.

You need to know properly the terms and conditions,and the criteria for applying in the civil services.
~First of all in the civil services,the minimum qualification required is graduation and not 10+2,means you can not apply for any civil services exam without completing your graduation.
~secondly,in no civil services exams you have the percentage bar,in any civil services exams the percentage required is zero,means you just need to pass the graduation.
So your question becomes invalid completely.
Now the civil services are

~IES(INDIAN ECONOMIC SERVICES)
And in no services mentioned above,have any percentage bar and you can not apply till you have a graduation degree.

We are really sorry to say that you have only completed your 12th class and your current qualification is not sufficient to apply for UPSC Civil Services because UPSC board required following eligibility criteria for this exam :
A bachelor's degree in any discipline from a recognized university or institute and if candidate have completed 2 years of degree without any backlog and pursuing final year of the degree or appearing for final year of degree or awaited for final year result may also apply for this exam.
Age should not be less than 21 years and more than 30 years and relaxation in age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates.
You have passed class 12th and you can apply for following exams which are conducted by UPSC board on the basis of 12th class.
1. NDA - National Defense Academy : If you have passed your 12th class in any discipline from a recognized board then you may apply for Indian Army department under NDA and if you have passed class 12th with physics and mathematics as a compulsory subject with any one of the - Biology/Chemistry/Computer Science then you may apply for Indian Navy and Indian Air Force Department also.
Your age should not be less than 16.5 years and more than 19 years
2. SCRA - Special Class Railway Apprentices : If you have passed class 12th with mathematics and physics as a compulsory subject from a recognized board and your age is between 17-21 years then you may apply for this exam.

Eligibility criteria for CIvils:(1) Nationality: The candidate must be an Indian citizen.
(2)Age : The upsc civil exam appear candidates age between 21 to 30 years .Age relaxation for SC ,ST ,OBC ,handicapped persons details given below.

UPSC does not consider the marks obtained so don't worry about that but you cannot appear for Civil Services Examination after 12th standard since you do not satisfy the eligibility criteria of being a graduate. So first graduate then you can apply for Civil Services Examination.
