Hello Friend,
The prescribed academic eligibility is graduation from govt. recognised college/university. Nothing more and nothing less. It doesn't matter whether you are from ICSE, CBSE or state board. It doesn't matter whether you are arts grad, science grad or engineer, doctor, CA etc. It doesn't matter whether you were topper of you college or just managed to pass somehow.

Yes ICSE students are eligible for Civil Services Examination. The Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS. UPSC does not consider from which board you have passed 10th and 12th. So, every one can apply whether you are from state board , CBSE or ICSE.
The basic eligibility criteria for Civil Services Exam are as follows:
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if the university is a recognized university
Age limit
General 21-30 yrs
SC/ST 21-35 yrs
PH 21-40 yrs
Number of attempts permitted
General 4
OBC 7
PH 7
SC/ST No Limit
Nationality should be Indian.

Eligibility for ICSE kids or others' as a whole to appear in Civil Services is as under:-
1.A graduate or a final year candidate irrespective of category/marks from a recognized University can write Civil Services conducted by UPSC two times in a year.
2.Male/female both can appear and must be the citizen of India.
3.Age eligibility; Gen; 21-30 years.Obc: 21-33 years. S.C./S.T: 21-35.PWD: 21-40 years.
4.Attempts: To clear civil services a Gen. can avail 4 attempts.An OBC can avail 7 attempts.Others: no limit.

UPSC conducts the CSE every year to make recruitments to posts like IAS,IPS,IFS,IRS,etc.
Recruitments are made to 24 services/posts through UPSC CSE.
CSE is conducted in 3 stages viz. 1.Prelims/CSAT Exam

NO THIS IS ABSOLUTELY IN CORRECT THAT ONLY STATE BOARDS ARE ELIGIBLE,THE ICSE(INDIAN CERTIFIED SECONDARY EXAMINATION) IS EQUALLY ELIGIBLE FOR THE CIVIL SERVICES.
The ICSE is a board that conducts class 10th board exams just like CBSE,so as you must know that CBSE students are very much eligible for the civil services,so you are also applicable for the civil exams ,there is no particular rule that only state boards students are applicable,you have a wrong conception altogether regarding it,you must understand that all the boards are valid and their certificates are applicable everywhere in the world.
Although you can apply for civil services only after completing your graduation,when you become 21 years old.

ICSE & STATE BOARD KIDS both are eligible for CIVIL SERVICE EXAMS because you all are equal.
but for CIVIL SERVICE EXAM there is eligibility criteria and you all have to follow it therwise you can,t apply for CIVIL SERVICE EXAM.
ELIGIBILITY CRITERIA :-
> you should have to passed graduate from the recognized university.
> final year appearing students can also appl.
> age should be 21 to 30 years.
> age relaxation for obc 3 years, for sc/st 5 years, for ex-servicemen 5 years, for physically handicamp 10 years.
> you should be an indian.

No this is not correct that only state board students can appear for the civil services exam.
To appear for the CSE you need to passed out form any school or board which is recognised by the government of india.
ICSE board has been recognised by the government of india and all the students are allowed to appear for the upsc and other exams.
But to apply for these exams you need to have graduation as your education qualification.
For CSE you need to qualify the following conditions.
CSE
1.You should be a graduate passed degree holder or final year appearing student from any recognised university or equivalent.
2.You should be citizen of india
3.Age limit-21 to 30 yrs for open category

Its is based on graduation from a recognized university.
Candidates must have degree in any stream .
Age Limit must between 21 to 30 years.

Age reservation -
