Yes ,why not ,any candidate who has done his/her bachelor's degree in any stream of engineering from a recognized university is eligible to apply for the Indian Engineering services or Engineering services examinations conducted by the UPSC every year .
Lots of people are confused that only the candidates of core branches of engineering are applicable for this exam but it is not so.
Yes there is a one limitation that ,you will have to give the exam through the subjects of four core branches of engineering that are:
>>Mechanical engineering
>>Electrical engineering
>>Electronics and communication engineering
>>Civil engineering.
The age limits for the exam is as below:
General:21-30 years
OBC:21-33 years
SC/ST:21-35 years
The no of attempts for the exam is as below:
General:4
OBC:7
SC/ST:no limit.

You will be eligible for Indian engineering Services with any engineering degree.But you will have to appear in one of the 4 papers -Civil,Mechanical,Electrical,Electronics engineering.You will have to decide which subject to choose if you want to appear for IES.
