In fact a couple of years ago there was a married woman who was amongst the top 10 ranks of the upsc civil services exam.
All you need to do is fulfill the eligibility criteria that you should be a graduate in any stream from a recognized indian university and your age should be in between 21-30 years

Definitely you can apply.Married,Divorced,Widowed all candidates are allowed for Civil services irrespective of their marital status.Mainly the defence exams as NDA,CDS etc requires unmarried candidates.But for Civil services you need not be bachelor.There are several married candidates who even with child qualifies for Civil services.
