You are not eligible as you do not satisfy the minimum academic qualification for the Exam.
The minimum academic eligibility for the Exam is a degree from a recognized University ; but you have a Diploma which is considered equivalent of 10+2.
There is also an Age limit of 21-30 years for application. So although you satisfy age criteria ,you fail to satisfy the academic one.
But don't loose hopes you have still got time to complete your Graduation and apply afterwards.

With diploma you are not eligible for any of the upsc exams.
so,I request to kindly do your graduation as your age is lessthan 30 years so you might get some chances for civil servcies examinations.
IF you belong to obc/sc/st,then you will definitely get some previlage.

I�m sorry to say that you cannot appear for the upsc exam because you don�t have a graduation degree. Diploma holders are not allowed to give the exam. as you are 24 years of age, you can still complete your graduation and then you can apply for the upsc exam. you can give the exam till you are 30 years of age.
