You are not eligible for the exam; there is no age relaxation for the government employee for the civil service exam.
The age limit for the exam is the 21 to 30 years for the unreserved category.
The age relaxation for the reserved category.
3 years for the OBC category and 5 years for the SC/ST cateogy.
So there is no age relaxation for you.

The age limit for different categories for all the civil services exams is follows
1)21-30 years for general candidate.
3 years upper age relaxation for OBC
5 years upper age relaxation for SC/ST.
5 years upper age relaxation for ex-government service man.
10 years of upper age relaxation for physically handicapped candidate.
5 year of upper age relaxation for jammu and kashmir(general category)
8 years for upper age relaxation for jammu and kashmir(sc/st)

No, you can not apply for UPSC exam after the age 38. because the minimum age critiria is
for Gen. 21 to 30
For obc 21 to 33
For sc/st 21 to 35

1. You need to complete or appearing in final year of graduation
from recognized college or university with any percentage.
AGE LIMIT:
- General Category: 21 to 30 years
- OBC Category: 21 to 33 years
- SC/ST: 21 to 35 years
you must have attained the lower age limit on 1 August of
the year of exam and you should not have attained the upper age
limit on similar date.

because for CIVIL SERVICE age should be 21 to 30 years.
age relaxation for obc 3 years, sc/st 5 years, for ex-servicemen 5 years, for ph 10 years.
so you can see clearly that you have crossed age limit.
