I am a software engineer. Want to become Civil Servant. Is my thinking right to serve country through Civil Services? (or) Will you suggest me to startup a software company and create employment?

hi , I am a Computer science engineer too and a determined/hopeful CIVIL SERVICES ASPIRANT.
first of all it's good to see someone with such temperament now regarding your query it's more of a PERSONAL CHOICE than a public debate.
    NOW,
CIVIL SERVICES : the most respected and feared exam in the country , but it's WORTH IT..you need to be 100% sure about it if you want to clear this exam , lots of hard work and determination is needed before you make it to the final list , so make up your mind and DO IT.
SOFTWARE COMPANY : if you have the capital and the right amount of resources go for it , you can serve your nation in myriad ways just be true to yourself and honest with your efforts.
CRUX OF THE MATTER : DO WHATEVER SEEMS RIGHT TO YOU ASK YOURSELF THIS QUESTION AND YOU WILL GET THE RIGHT ANSWER , JUST REMEMBER "you can do ANYTHING , but not EVERYTHING"............GOODLUCK BRO...CHEERS

Friend, you are presently so confused about future planning. You are unable to decide that which is the right way. Please note that both the options are good. You have to take the decision yourself after deep consideration. You may make your career in engineering in software or may become a civil servant for social service. It is my humble advice to you to adopt the ability to take quick correct decision. WISH YOUR BRIGHT FUTURE
