Yes, you can appear for civil services as they calculate candidate's age on 1 Aug of the exam year. So, on 1 Aug' 2013, your age would be 21 yrs and hence eligible to appear for the exam.

According to UPSC notification candidates age should be between 21-30 year as on 1st August of the year

So you will be 21 years in august.

Therefore you are eligible for Civil Service exam 2013

You must be Graduate from any recognized university

Age limit for UPSC Civil services exam is
age should be 21 to 30 years
for SC/ST 5 year that means range of age is 21 to 35
For OBC 3 year that means range of age is 21 to 33
For PH 10 year that means range is 21 to 40

The age required to apply in the civil services is 21 to 30 years for the general candidate.
There is age relaxation for the reserved categories like the SC/ST,OBC,but that is only on the upper age relaxation,any category anybody will have to be minimum 21 years to apply for the civil services.

You will be of 20 years 10 months on the month of the May,means of 20 years 12 month in the month of the July.

According to UPSC a candidate must reach the age of 21 years before 1st August of the exam year and must not reach 30 years on 1st August of the exam year.
But you will reach 21 years before 1st August.

Hence you are applicable for the civil services 2013.
