Friend you can not apply for the civil service exam in 2013 because your graduation is not completed.
For the optional subject in mains exam you should choose only those subject which is your familiar and you are more interested.
As you mentioned that you are doing CA.
So you can choose the financial and management subject, public administration.
History, Geography is also good subject for the mains exam and it will help you in general study.
AS fas as question of language you should choose only that language in which you are convenient.
