GENERAL CANDIDATE -- NOT ELIGIBLE
SC / ST CANDIDATE --- ELIGIBLE ( Because there is 5 years relaxation )
OBC CANDIDATES --- ELIGIBLE ( Because there is 3 years Relaxation )
So you are eligible only if you belong to SC / ST / OBC candidate
You must be Physically GOOD and also Mentally Good
You must have a minimum of "" 12th "" class From a recognized university

As per eligibility criteria for for SCRA of age limit is given below
Category Minimum Age(as on 1st August 2014) Maximum Age(as on 1st August 2014) General 17 21 OBC 17 24 SC/ST 17 26 Residence of Jammu and Kashmir 17 26
From you given date of Birth you complete 21 years on 12th December 2013.
So if you belongs to General Category then you are ineligible for SCRA 2014.
But If you belongs to either SC/ST or OBC then you are eligible for SCRA 2014.

YES YOU CAN APPLY FOR SCRA EXAM IN YEAR 2014.
The minimum age required to apply for SCRA(Special Class Railway Apprentice) exam is minimum 21 years and maximum is 30 years.
A candidate must attain the age of 21 years on or before 1st day of August in the examination year.
Your date of birth is 12/12/1992.
According to calculation,your current age is 20 yeas 9 months,will be of 21 years in 12/12/2013.You can apply.

you did not mentioned about your category. if you are from general category then you can't apply for SCRA exam and if you are from OBC or SC/ST categories then you can apply for SCRA exam in 2014. According to UPSC for SCRA your age must be within 17 years to 21 years. there is also applicable relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST aspirants.
for SCRA you must have completed or pursuing in 12th with Mathematics and Physics or Chemistry from recognized Board or college.
SCRA is conducted by UPSc every year for the posts in Railways. SCRA exam is good way to join Indian Railways for various posts.

You can apply only if you belongs to BC or SC/ST category.If you come under General category then you are not eligible for SCRA exam.
For that exam you can apply if you have completed 12th in physics,chemistry and maths and also can apply in 12th.
Age Limit :-
Your age must be under 17-21 years ,3 years of age relaxation for BC category and 5 years of age relaxation for SC/ST category.

I am sorry to say but you are not eligible for giving the SCRA exam that is about to held in the year 2014.
For giving this exam, it is compulsory that you should be a 12th class passed student with physics, chemistry and mathematics as your main subjects and your age should be in between 17-21 years.
And next year you will cross 21 years age therefore you are not allowed to give the exam.
SCRA stands for Special Class Railway Apprentice. The UPSC conducts SCRA examination every year.
The essential requisites for SCRA examination are:
* Candidate must have completed higher secondary (12th) with Physics, Chemistry and Mathematics as main subjects from any recognized board with 55% marks.
* SC/ST candidates with 50% marks in +2 are eligible for this examination.
* Appearing candidates in class 12th are ineligible for this examination.
* Age limit criteria:
17-21 years (for General candidates)
A relaxation in upper age of 3 years and 5 years is granted to OBC and SC/ST candidates respectively.
Now, according to your query
if you belong to General category you are ineligible for the examination next year but if you belong to OBC / SC / ST category you can apply for the examination.
