dear friend this gives me pleasure to inform you that you are eligible to appear for IES examination next year i.e.,in IES 2014 on the grounds of age eligibility because you will be 22 years old at the time of examination and minimum age required to appear for this examination is 21 years.
Some of other requirements for IES examination are :-
1.You should be a citizen of India.
2.The age limit is 21-30 years for general candidate,21-33 years for OBC candidate and 21-35 years for SC & ST candidates.

yes, sir you are eligible to apply for IES exam next year(2014). because according to your date of birth it is clear that you will attain the age of 21 years on 19/04/2013. the required minimum age for IES is 21 years on 1 January of the year(2014) of exam. and the upper age is 30 years. So you are fully eligible to apply for IES exam. the age is also relaxable upto 3 years for OBC and 5 years for SC/ST candidates.

And if you possessing the engineering degree in disciplines such as Mechanical, Electronics & Communication Engineering, Electrical Engineering, Civil Engineering etc, then you are cent percent eligible for IES Examination.
