Age criteria :
One should be in the age group of 21-30 years by 1st August of the year in which the examination is going to be
conducted.
Relaxation in upper age limit upto 3 years for the candidates of OBC
Relaxation in upper age limit upto 5 years for the candidates of SC/ST.
Relaxation in upper age limit upto 5 years for Ex-service man.

Since your date of birth is 08/12/1982 that means you will be turning to 31 years in the year of 2013 and as we all know that the age limitations for UPSC exams for a general category aspirants is 21-30 years.


For obc it is 21-33 years

For sc/st:21-35 years

For physically handicapped : 21-40 years

So,sorry dear you are not eligible to appear for the UPSC exams like:

as you said that your date of birth is 08-12-1982 . According to UPSC guidelines you should not reach the maximum age limit that is 30 years for Civil Services for general category candidates on 1 august of the year of exam.

according to your date of birth you would reach the age of 30 years on
8 December 2012 .

So sorry to say that you can't apply for UPSC exams in 2013.
