dear frnds according to your dob your age will now 31 yrs..... if you are belongs to SC/ST or OBC category then offcouse you can apply for UPSC...........otherwise you can't apply bcoz mostly post only base graduate level like IPS, IAS, IFS, IES & CDS..............

If you belong to the unreserved category then you are not eligible for the exam because the age limit for the exam is the 21 to 30 years for unreserved category.
If you belong to the reserved category then you have the chance to eligible the exam.
Age relaxation for the obc category 3 years and 5 years for the sc/st category.
Qualification is required graduation in any streamfrom the approved university.

Well dear as per your date of birth your age in 2013 will be 32 years.the maximum age limit for upsc exams is 30 year for a general candiadte and the age relaxation of 3 years is provided to the obc and 5 years to the sc candidate.so dear as you have not given your category details you can decide by yourself with the given information.best of luck
The criteria for appearing in UPSC exam is :
1. Nationality : Indian
2. Academic qualification : Graduate in any stream from any recognized university.
3. Age limits : 21-30 (OPEN), 21-33 (OBC), 21-35(sc/st).
As you have completed 31 years of age, you are :
1. not eligible if you belong to OPEN category;
2. Eligible for 2 attempts if you belong to OBC category;
3. Eligible for 4 attempts if you belong to SC/ST category.

If you are belong to a general category then you are not eligible for UPSC Exam.
There is age limit for General 21-30 years
So you are above 30 years
If you belong other reserved category then you can apply.
Therefore you are not eligible for UPSC Exam

Requirements:
1.A graduate or a final year candidate having minimum pass marks from a recognized University in any discipline can Write Upsc civil services.
2.Age if you are in..General category: 21-30 years.or OBC: 21-33 years.S/C S/T: 21-35 years.
3.Must have a citizen identity.
4.Attempts: Maximum a general candidate can avail 4 attempts to clear the exam.
5.An OBC candidate can avail maximum 7 attempts to clear the exam.

you are not eligible for general because Age should be between 21 to 33 years for General category, other than general category will be appear.
Age limit for the civil service exam:
The age limit is for general category is 21 to 30 years. And attempt the exam 4 times.
The age limit is for obc category is 21 to 33 years (3 years relaxation). Attempt the exam 7 times.
Age limit for SC/ST category is 21 to 35 years and attempt chance till overage. Means no limit
