no, you need not to show the Certificates at the time of filling form for mains exam.
but you have to present your degree and certificates at the time of interview.
you would apply for mains exam only after clearing the the CSAT exam.
after Clearing the Mains exam you are called for Interview and your original documents are checked at the time.

Friend you can apply for civil service exam while pursuing final year of BE.
You will have to fill the application form only one time for the entire exam procedure of civil service exam.
And you have no need to produce your certificate and degree at the time of filling application form.
You will have to produce your all documents, certificates and degree at the time of Interview which is the third stage of Civil service exam.
There are two stages more before civil service exam that is
Preliminary exam
Mains exam
In recent UPSC issues the calendar of its exam is going to take place in 2013.
According to this calendar UPSC will release the notification for civil exam in 2/2/2013 and last date of notification is 4/3/2012.
The notification will be updated on employment news paper and UPSC official website.
