As you completed engineering in Electrical field , you are ELIGIBLE,because minimum eligibility for Indian Engineering Service Examination is Bachelor's Degree in Engineering in Electrical/Mechanical/Civil Engineering with age limit between 21 to 30 years for general catogorie and upper age relaxation for reserved catogories

....For IES examination notification wil be released in the month of April/May once in a year....

IES stands for Indian Engineering Service Exam.
Technically,eligibility criteria for applying in IES is only engineering degree in any stream.
But one huge limitation,irrespective of candidates stream,only four streams to be applied for

a)Civil Engineering
b)Mechanical Engineering
c)Electronics and Communication Engineering
d)Electrical Engineering

This four are the branches to be applied for in IES.

General Study

b)Departmental questions-but objective type
c)Departmental questions-but conventional type

Age limit-21 to 30 years as of 1st August of examination year.

Yes , B-Tech or BE degree holder with EEE specialization are applicable for IES exam. All engineering graduates can apply for IES exam .

Yes Electrical and Electronics engineer do apply for IES.But you have to keep in mind that question paper format has been designed only in these four papers Electrical Engineering,Civil Engineering,Mechanical Engineering and Electronics & Telecommunincation Engineering.

So you can prepare for the examiantion only from these subjects.As per my opinion it will be easier for you if you select Electronics & Telecommunincation as most of the papers will be common as you have studied in your engineering.For other paper you may take guidance from coaching institute.
