PET stands for Physical Entrance Test.
UPSC stands for Union Public Service Commission.
UPSC is a central government recruitment agency which conducts various competitive exam for the officer rank post of central government.
while PET test is conducted during the recruitment of forces like CAPF, CPO.

PET is a physical entrance exams. pet conducted the requirement for CPO EXAMS.
UPSC is a union public service commission. its conducted IAS, IPS,IES exam etc..............

No dear aspirant there is no relation between any one of these - PET or UPSC exam because both streams are different which are following as :
1. UPSC : Union Public Service commission : It is a Central Government Organized board which is responsible for many of the works under the Central Government of India as- Conduct the Civil services, Defense Services, Medical Services, Police Services, and many other exams and UPSC board only conduct exams for the appointment under the central government means it does not conduct the exams for any separate state but responsible to provide the promotion those officers who have been selected through State Public Service Commission Exam means state can not provide the promotion but UPSC can do it and there are so many other works but at last the UPSC board does not meet from anything with PET.
2. PET : There is a meaning of PET - Physical Entrance Test which is conducted to test the physical fitness and efficiency of the candidate who have been selected in the defense service exams as - CAPF and CPOs

PET means Physical Efficiency test ,which will be conducted to test the Candidates strengths,body weights,heights,medical tests etc.,this not a written test.This will conducted mainly for police , defense,army etc.,
UPSC means Union public Service commission,this is the commission or board which selects right candidates for diferent posts by conducting competitive examinations.
