Civil Service exam is conducted by UPSC at national Level.
UPSC stands for Union public Service Commission.
It conducts the exam for various competitive exams.
The exam standard is highly tough.
For the preparation of Civil Exam You should study of following subjects
General knowledge
General English
One Indian language
Essay
Two optional subject ( you can choose as per your desire)

Yes , CS exam is much tough than engineering study.
Civil Service is the toughest exam of India and 2nd toughest exam of the world after French civil exam.

for CSAT, you have study aptitude, Data Interpretation, reasoning , logical deductions etc
for Mains exam, you have to choose 2 optional subjects
No doubt that it is the toughest competitive exam. Each year nearly 4 lakh students are competing for 1000 ( approximate) vacancies.
You cannot compare Engineering studies and IAS exam,both are entirely different. You can just memorise answers and present easily in Engineering services exam. But in IAS exam, you need thorough understanding of concepts, practical application, analytical thinking and creativity. You cannot memorise and just write an answer. Questions are not asked directly. The exam tests the extensive and in- depth knowledge of the candidates. IAS exam requires special dedicated smart work . We can sit for a week before exam and clear Engineering , the same is not possible in IAS exams.

YES civil services exam is very tough exam when compared to your engineering exam.Infact engineering exams are very easy to crack as compared to the civil services exam.
More effort is needed for the civil services exam and infact the toughness cannot be matched with the engineering exams or any graduate exams.so dont compare it is definitely tough exam.

Paper II- (200 marks) Duration: Two hours
Comprehension

Basic numeracy (numbers and their relations, orders of magnitude etc.) (Class X level)
Data interpretation (charts, graphs, tables, data sufficiency etc. -Class X level)
English Language Comprehension skills (Class X level).
Note -
Questions relating to English Language Comprehension skills of Class X level (last item in the Syllabus of Paper-II) will be tested through passages from English language only without providing Hindi translation thereof in the question paper.
The questions will be of multiple choice, objective type.
