CGPA is Complete Grade Point Average which is equivalent to percentage.
CGPA is the average score out of 10 in all 8 semesters in a 4 years B.Tech course.
But as per eligibility criteria for IES no minimum CGPA is required.
You have to just satisfy following conditions for being eligible in IES:
1. Must complete B.E/B.Tech from recognized University with following streams
Mechanical Engineering,Civil Engineering,Electrical Engineering,Electronics Engineering.
2. Age must be in between 21 to 30 years. Upper limit of age relaxation for OBC candidate is 3 years and 5 years for SC/ST candidates.
3. Must be a citizen of India or Subject of Nepal or Bhutan.
SELECTION PROCESS IN IES:
-> Preliminary Exam.
-> Main Exam.
-> Interview.
-> Medical Test.

There is no CGPA required in ordewr to appear for the IS examination.
For giving the IES examination, you jut need to be a graduate in any of the following streams
Mechanical/electrical/civil/ECE.
And you just need to be a passed candidate in any of these engineering streams.
Even if you are having 35% marks, then also you are eligible for giving the exam.

The minimum eligibility criteria a candidate must fulfill is :

* Citizenship - Indian

don't worry about the CGPA. for IES there is no bar for the minimum CGPA. for IES you just have completed or appearing in final year of Engineering in any stream with any Percentage or CGPA. So forget all worries and just keep preparing for the exam.
IES is Indian Engineering Services Exam which is conducted by UPSC every year. you can only write IES exam by selecting any one from the following four branches:1. Mechanical Engineering
2. Electrical Engineering
3. Civil Engineering
4. Electronics and Telecommunication Engineering

There is no marks restriction for IES exam. You do not need some standard CGPA or percentage marks for being eligible.
The basic qualification required is Graduation in Engineering from any stream. There is no marks criteria for IES or even for Civil Service exam. You will be eligible for IES if you are in Final year or pass out with degree in engineering.

IES examination is conducted by UPSC(Union Public Service Commission) every year.

Every Engineering graduates is eligible for IES exam. You have to apply this exam on its official website;-www.upsconline.nic.in
Your age should be between 21-30 years. There is age relaxation for Reserved category candidates.

There is no CGPA required to apply for the engineering services so you should not worry for the same because all the eligibility criteria is very simple which is explained by the UPSC india.

Well i am giving you the whole eligibility criteria for the same as follows kindly have a look on the same-
Indian engineering services-
Graduate in engineering from a recognised university or equivalent can apply for the engineering services examination.
MSC degree or its equivalent qualification in wireless communication , electronics, radio physics or radio engineering as a special subjects are also acceptable.
Candidates appearing in the final year of the examination can also apply for the same.
Examination pattern-
Written test there will be 5 papers.
Paper 1 will include objective general ability test part A will be general english.
Part B general studies.
Paper 2 and 3 objective will be based on the civil engineering /mechanical/electronics/electrical, electronics and telecommunication. 200 marks for each papers.
Paper 4 and 5 conventional type means essay type.
total marks for the written examination will be 1000.
Personality test 200.
