    Dear aspirant
UPSC exam's do not require any minimum percentage of marks (or CGPA) to apply for the exam.
They state their eligibility requirements as 'A degree from a recognised University or equivalent'.
So you can apply for UPSC exams regardless of your CGPA.

    dear
YOU MUST HAVE QUALIFIED YOUR GRADUATION OR EQUIVALENT,WITH ANY SUBJECT,FROM A RECOGNIZED UNIVERSITY.
FINAL YEAR STUDENTS ARE ALSO APPLICABLE.
JUST THE PASSING PERCENTAGE IS ESSENTIAL.

Dear, Marks of graduation is not a criteria to be eligible to appear for UPSC exams.

    Eligibility criteria:

Age Limit: - The candidate should be minimum 21 years of age and the maximum age is 30 years.

Educational Qualification: - The candidate should have a degree completed from any of the institutes established by an Act of Parliament or any University deemed by the University Grant Commission under section 3, Act, 1956.

Since you are a graduate so you are eligible to appear for UPSC exams.

List of exams you are eligible to appear are:

    Central Police Forces Examination (CPF)
    Civil Services Examination
    Combined Defense Services Examination (CDS)
    Combined Engineering Services Examination (IES)
    Indian Forest Services Examination (IFS)

    All the best!

Re: Minimum required CGPA to apply for UPSC exams. I am studying engineering from a reputed university.

    my dear friend,

there is no such requirement for the upsc exams,

to become eligible for the upsc exam you just need to have minimum passing percentage in graduation or engineering from a recognized university,

there is no percentage bars for the upsc exams,

other requirement for the upsc exams is age limits,

dear the age limits for the upsc exam is 21 to 30 years ,
for OBC candidates age limit is 21 to 33 years.
for SC/ST candidates age limit is 21 to 35 years.

so if you have above mentioned education qualification and also your age is in limits as mentioned above,
then you are eligible for the upsc exam and you can apply for the upsc exam.

to apply online for the upsc exams just go to website,
    www.upsconline.nic.in

for more details regarding upsc exams you can go to official website of upsc ,
    www.upsc.gov.in
