hellow friend, there is no limit of percentage for this exame. you are only pass at graduation level.

If you are talking about the % that you require for passing in the prelims then it must be more than 50% of the overalls score. But mostly it depends on the level of the examination. If it is hard then the cut-off might be low for the year, ahence the % may come down.. So you can never really predict before what the % can be.
If you asking bout the % in your graduation then, For UPSC there is no percentage cut-off as such at any level(graduation/ +2)

There is no limit for the passing marks in the preliminary exam. but you can decide the target to got the 50% marks in the preliminary exam.
There is no value of the preliminary marks in the mains exam.
For this exam candidate must have complete the graduation in any stream from the approved university.
The percentage of the marks in the graduation is no matter for the exam, even passing marks candidate can apply the exam.
The age limit for the exam is 21 to 30 years.

In UPSC CS exam there is no limit of marks. cut off marks are vary every year according to the merit list. so my dear friend if you want to crack the exam the do your best performance in that exam..
