if you are in your final year of graduation you are eligible to apply by the the time the results are out of upsc you should be 21 the age criteria is 21-30 and relaxation of 3 yrs for sc and sts.

Sorry to say that you can't give the UPSC exams at the age of 20 years. because for UPSC exams you must reach the age of 21 years on 1 August of the year of exam.
but don't waste this time you can start preparation for UPSC exams.

Yes you can apply for SCRA exam means Special Class Railway Apprentice examination by this you can get the railway job. But if you want to appear in ias/ips examination then you have to wait till you will be 21 years at the month of August of exam year. Means a candidate can apply for upsc exam at the age of 21 to 30 years at the month of August of exam year. If you want to give the exam in 2013 then you should be 21 to 30 years at the month of August 2013.
Till then you can do preparation for the examination. If you will prepare full the you can crack the exam in first attempt.

UPSC Exam at the age of 20 as the minimum age to apply for
The upsc civil services exam is 21 so you can't apply for it
But you can apply for the upsc common defnce services exam
As for which you are eligible
Qualification Required for the Upsc CDS Exam:
-The Candidate must be pass in graduation from a recognized university
-The Candidate should be pass with pcm for IAF And The Indian Naval
-The Final year candidate of graduation are also eligible for the exam
Age :
-For the IAF Exam it should be between 19-23
-For the IMA It should be between 19-24
-And for the Indian Naval 19-22
-And for the OTA Exam it should be 19-25
Attempts :
-Their is no restriction on number of attempts

No you are not eligible to apply to UPSC Civil Services Exams at the age 20yrs.
The Age Limit for UPSC Civil Services Exams is between 21-30yrs in the General category
and relaxation of age for OBC by +3yrs and for SC/ST candidates by +5yrs.
So MINIMUM REQUIRED AGE is 21yrs on the 1st August of the year of Exams for all candidates.
Besides this candidates require educational qualification of Graduation Degree
in any discipline from a UGC recognised University.
Also no. of attempts are rectricted to 4 times in general category,
7 times for OBC and Unlimited times for SC/ST candidates.
Meantime keep preparing for exams.
So,you can apply after attaining 21yrs .

Well, first of all UPSC is name of a commission not exam.
Well, in your case you mean about Civil services.
Well, mine friend there's no way out, you cant appear for the examination at any cost.
Since eligiblity criteria doent permit such.
So, pretty bad Luck for you and yes hold your nerves
