Dear friend,
IAS is considered to be one of the most high profile and honourable post of the nation.
A post of dignity it is,it commands respect from each and everyone.
Therefore it is positively justified for the UPSC to carry the selection process of an IPS in a no. of testing processes.
Just remember that only the best deserve the best--so the IAS post being one of its own kind,it surely deserves the best, tried and tested candidates.

There are so many steps are to test a deserving individual for the same. HE has to serve the civil society as we know that INDIA ,a nation of diversity both in cultural or reginal type,we have different diversity right from natural to unnatural, people to insects & these officer are appointed to keep them unite ,happy , serve them their well being , giving every-one equal chance to flourish without any discrimination.
so, these steps are generally to identify a suitable person by judging through these steps which are specially designed bby experts like phsyologist, scientist, rofessor from the proven field & this method delivered to the purpose upto now.
moreover once a person selected can't be removed from the post easily as in case of private job that your boss fired you.
