both these examination are 12th based examination but still the age limit for these examinations is different .

I am really sorry to say that all the UPSC (Union Public Service Commission) exams do not have the same age limits.
As you may know UPSC conducts various exams like NDA, SCRA, CDS, IAS, IPS, SSC, etc and others as well. So for each of the Entrances it has its own Age limits.
