as any candidate who has completed his graduation in Engineering with any Field can apply for IES exam.

Only those candidates are eligible for upsc indian engineering services examination who are the student of any of the engineering branches given below:-
1. Civil engineering.
2. Mechanical engineering.
3. Electronics and communication engineering.
4. Electrical engineering.
so you are not eligible because you are not a student of any of these branch.
Yes as a b.E. / B.Tech graduate you are eligible for the exam .
But there are four categories in the exam .
Mechanical , civil , Electrical and Electronics & Telecommunication .
You have to give the exam under one category .
Because there are no IT category .
The other criteria is below :
Age limit :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-40 for physically handicapped.
So you can start the preparation for the exam .
You should select the EC category because you studied EC subjects so it will help you rather than other category .
So select category and start the preparation for that .

Eligibility Criteria For IAS
(i) Age limits :
21-30 years as on 1.7.2012. (Upper age limit relaxable for SCs/STs, OBCs and certain other categories as specified in Para 3(ii) of Notice).
(ii) Educational Qualifications :
Bachelor�s degree of Engineerng.
(iii) No. of permissible attempts :
Four (Seven attemps of OBCs and no limit for SCs/STs (Para 3 (iv) of Notice)
(iv) Fee :
Rs. 100/- (Rupees one hundred only)
(No fee for SCs/STs/Physically disabled only)

Sorry,Indian Engineering Services(IES) examination for those branches who completed engineering in Civil engineering,Mechanical Engineering,Electronics and Communication engineering,Electrical engineering...As you completed in Information Technology,That course not mentioned in IES notification so you are not elligible....
Yes you are eligible to appear the UPSC Examination you satisfied the UPSC Educational Qualification so you can appear for this examination.First of all you know the details about the IES Examination.
IES stands for Indian Engineering Service Exam and this exam is conducted by Union public Service commission and this examination is conducted by every year.If you interest to apply this examination you should be have this eligibility criteria's.
Your age should between 21 to 30 year and You should be complete the Engineering Degree from recognized university and there is no minimum percentage of mark for this examination and final year candidates also eligible for this examination,You must be citizen of india.
