First of all who says you that you cannot appear in IES exam?? Of course any engineering student can appear in IES examination.
FOR THIS YOU HAVE TO CLICK THIS LINK http://www.upsc.gov.in/general/faq.htm
THIS LINK IS THE UPSC WEBSITE LINK THAT IN THE FREQUENTLY ASKED QUESTION SECTION YOU CAN SEE THE REAL FACTOR.
IN THAT SECTION IT IS ASKED THAT WHICH TYPE OF ENGINEERING STUDENT CAN FILL UP THE FORM OF IES.
AND THE ANSWER IS WRITTEN BY UPSC THAT A candidate possessing a degree in Engineering in any discipline is eligible.

Re: Am I eligible to appear in UPSC IES exam after completing B.Tech (IT)?

Yes as a b.E. / B.Tech graduate you are eligible for the exam .
But there are four categories in the exam .
Mechanical , civil , Electrical and Electronics & Telecommunication .
You have to give the exam under one category .
Because there are no IT category .
The other criteria is below :
    Age limit :
    21-30 for general cast
    21-33 for obc cast
    21-35 for sc/st cast
    21-40 for physically handicapped.

So you can start the preparation for the exam .
You should select the EC category because you studied EC subjects so it will help you rather than other category .

So select category and start the preparation for that .

    good luck

    Hi...friend
You would eligible to appear write any upsc exam
Because upsc wants complete graduates in any stream with any percentage

Your age could be between 21 to 30 years
Age relaxation also applicable for reserved candidates
See the following branches also go for write upsc exams..i.e.,
