Yes you are eligible but there is age limit of 27 year for general 5 year age relaxation for sc/st and 3 year for obc
no dear you cannot apply for the upsc exams because in upsc candidate must have completed graduation from a recognized university and diploma holders cannot apply for the upsc exams.
age limit for upsc exams is 21 to 30 years.
