The IRS examination is conducted through the CSAT examination of the UPSC. yes, you will be eligible for it after the graduation. The minimum qualification is to pass the Bachelor degree in any discipline at any recognized university. The age limit for the examination is within 21-30 years. The number of vacancies to be filled on the result of examination but everything depends on your marks that score in prelims, mains and interview process and this is higher grade post os obviously you will have to score more marks in the exam then you will get the chance to become an IRS and when you have got it that this post comes under IAS and IAS examination is conducted by UPSC board and qualification required for civil service examination is a bachelor's degree in any discipline from a recognized university and your age shouldn't be more than 30 years and less than 21 years

Relaxation in upper age as per government guidelines that is 5 years for SC/ST, 3 years for OBC, 10 years for PWD and 5 years for Ex-Servicemen category candidates so you should apply for civil service examination and qualify all stages and get the job and you may prefer for any cadre you want means you may choose any state for your posting but before that you should qualify the exam and get the job and you are 20 years old so you should wait for 1 year then only you will be eligible to apply for this examination
