Yes, you can apply for IES and IFS bcoz for both post you should graduation from recognized university which you have already then surely you can apply for it. It is not an issue that you are belongs to guwahati is ok frnds UPSC conducts exam in all over India.

IFS Examination is conducted by UPSC for the recruitment of candidates in the Forestry Department of India. IFS stands for Indian Forest Services. You can appear for IFS Exam if you satisfy the basic eligibility criteria.
The basic eligibility criteria for IFS Exam are as follows:
The candidate must graduate from any recognized university with at least one of the fourteen subjects given below:
Agriculture, Forestry, Animal Husbandry & Veterinary science,

Candidate should have passed a bachelor's degree in engineering discipline in any one of the following
Civil Engineering
Electrical Engineering
Electronics and Telecommunication Engineering
Mechanical Engineering
Age should not be less than 21 years and more than 30 years and relaxation in upper age only for SC/ST and OBC category candidates which is 5 years for SC/ST and 3 years for OBCs
Eligibility Criteria for Indian Forest Service Exam 2013 :
Candidate must have passed a bachelor's degree in any one of the following disciplines from a recognized university :
Agriculture
Animal Husbandry and Veterinary Science

Age limitation and relaxation follows same as mentioned above
Dear you have completed your bachelor's degree in Design which is not suitable according to the required qualification for both IES and IFoS exam but dear you can apply for IAS and IPS exam on the basis of your current degree and age also follows same for IAS post also

yes you can apply for ias and ies examination but you have to choose your optional subjects from the subjects given by upsc.

Sorry to say but you are not eligible to apply for IES.
As the name suggest itself (Indian Engineering Services) .. so to get eligible you must be a Bachelor of Engineering.
But don't be upset.. you can apply for IFS.
As the eligibility criteria is - The candidate must graduate from any recognized university. Have at least one of the fourteen subjects given below:
Agriculture, Forestry, Animal Husbandry & Veterinary science,
Physics, Chemistry, Mathematics, Statistics, Geology, Botany, Zoology,
Agricultural engineering, Chemical engineering, Civil engineering, Mechanical engineering.
