Age Limit:
1. For Indian Military Academy : 18-23 years
2. For Indian Naval Academy : 18- 21 years and NCC Naval Wing 'C' Certificate Holder 18-23 years.
3. For Air Force Academy : 18-22 years.
4. For Officers Training Academy : 18-24 years.
Educational Qualification:
1. For IMA and Officer Training Academy : Degreeof a recognized university.
2. For Indian Naval Academy : Degree in Engineering for CDSE and Degreein Engineering or B.SC. with Physics or Mathematics for NCC Entry.
3. For Air Force Academy : Degree of a recognizeduniversity with Physics and Mathematics at 10+2 level or Bachelor ofEngineering
Physical Standard : Candidate must be physical fit according to physical standard.
Important Date:
Date of notification : 10-11-2012
Date of closing : 10-12-2012

sorry there is no age relaxation provided by UPSC in CDS exam.
Eligibility criteria is
Age should be in between 20 to 24 each department have its own age criteria
1. For IMA :18-23 years
2. For Indian Naval Academy : 18- 21 years and NCC Naval Wing 'C' Certificate Holder 18-23 years.
3. For Air Force Academy : 18-22 years.
4. For Officers Training Academy : 18-24 years.
no age relaxation for any category candidate
must be graduate from recognized university with compulsory subject maths and physics

Yes you can apply for the CDS examination after the completion of the engineering because graduation in any discipline is required to apply for the indian army and if you are graduate in engineering then you can also apply for the air force and navy.
CDS stands for the combined defence services examination which is the conduction of the upsc twice in a year to select the guys in air force , navy and indian army.
So for IMA age needs to be 19 to 24 years.
AFA 19 to 23 years.
OTA 19 to 25 years.
INA 19 to 22 years of age is required.
There will be no age relaxation if you think because defence services never allows to get the age relaxation.
Selection procedure for the same is as follows-
Written examination
SSb interview.
Medical examination.

**According to your query, You can not apply for CDS 2013, time is over, you can get ready for next year cds exam.
**Well you belong to SC category you can apply for CDS entrance exam.
**In defence entrance exam. there is no age relaxation system, whether you can apply for NDA/CDS/AFCAT/ etc.
**CDS(combined defence services)entrance examination is conducted by UPSC twice in a year.
To do CDS ther is no need to keep minimum marks, any graduate from the recognized University can apply for exam.

Sorry to say that the important dates for the CDS I and CDS II are already over,so you can not apply for the CDS exams in 2013.
The important dates for the CDS I in 2014 are as follow:
Date of notification:02/11/2013
Last date of receiving application:02/12/2013
Date of examination:09/02/2014
You can apply at the www.upsconline.nic.in.But before applying you should make sure that you are eligible for the exam.
The eligibility criteria for the Combined defense services exam is :
>>Bachelor's degree in any stream from a recognized university for IMA and OTA .Maths and physics at 10+2 level is compulsory for the Air force academy and bachelor's degree in engineering /technology for naval academy.

YES YOU CAN APPLY FOR 2013 CDSE,AFTER COMPLETING B.TECH.
CDSE is for only Graduate candidates.It is a Graduate entry.
Hence after completing Graduation one can definitely apply for CDSE.
As you have completed Graduation,then you are definitely eligible for applying in CDSE.
Let me tell you CDSE allows final year candidates to apply.
So you were eligible then also when you were in final year of engineering.
Now you have finally completed.
NO THERE IS NO AGE RELAXATION PROVIDED TO ANY CATEGORY WHEN IT COMES TO APPLYING FOR CDSE.
In defense there is no relaxation provided to any category.
