those who are final year students, completed engineering candidates are eligible to apply engineering service exam.
so now you are not eligible for this exam.
No you cannot apply to UPSC Engineering Services Exams while you are in second year B.E.(Civil).
-Minimum educational qualification required is a Bachelors Degree in Civil,Mechanical,Electrical and
Electronics & Telecommunication Engineering.
-Age limit is 21-30yrs in general category and relaxation by
+3yrs for OBC and by +5yrs for SC/ST candidates is applicable.
-Final year appearing candidates can apply provisionally.
So you have to wait for completion of B.E.(Civil) and meantime keep preparing.

Sorry to say that you can't apply for the IES Exam
As you are studying in the 2nd year but
Only the final year candidates of b.tech or
the candidate should be pass in b.tech from a recognized university
Here is the Details of the Upsc Ies exam:
-The candidate should be pass in graduation
-The candidate should be pass in graduation with b.tech
-The final year candidate are also allow to apply for the exam
-The age of the candidate must be between 21-30
-Also the age relaxation given to the obc 3 years
-And age relaxation given to the sc,st and ph of 5 and 10 years

No My friend , you are not eligible for the UPSC engineering service currently because you don't fulfill the eligibility criteria so you can't give the exam .
You have to fulfill the below criteria for appearing in the IES service .
Education Qualification :
-> You have to complete the B.E. / B.Tech from any recognized university .
-> A final year student also eligible for the exam but before the interview one have to complete the degree .
Age Limit :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
So you have to wait two more years for giving the exam till you prepare for the exam .

Since according to Eligibility criteria either you must have completed your B.Tech or you should be in final year of the same
So, you will have to wait for 2 more years,,,
Just prepare in these 2 years for this examination.
Eligiblity criteria for IES examination :
>> You must have passed B.Tech from AICTE approved college, or you be in final year
>> your age must lie in mid of 21 to 30(Relaxations are given on basis of Category)
>> You must be Indian Citizen to attempt the examination

Sorry,to say that you are not allowed to appear for UPSC IES while pursuing your second year civil engineering.
IES is the Indian Engineering services.
It is held once every year and is conducted by UPSC.
Required criteria for IES:
~~You must have completed your bachelor's degree in engineering/technology from a recognised university.
~~Final year candidates are also allowed to give the examinations.
Note: You have take subjects of four specified branches only:
1.civil engineering
2.Mechanical engineering
3.Electrical engineering
4.Electronics engineering
Age limitations:
>>21-30 years for general candidate
>>21-33 years for the obc candidate
>>21-35 years for sc/st.
No of atttempts:
General:4
Obc:7
sc/st: no limit.

it is good to take civil branch because there is a restriction of branches also but
my dear friend you are not eligible for indian engineering service examination .
because only those candidates are eligible to sit in the examination who complete their graduation or pursuing final year .
so i advice you to complete your graduation with good score with preparation for it and apply after
completing degree .
but always remember that your age must be in between 21-30 to become eligible to the examination.

NO DEAR, you can't apply for Engineering Services Exam while pursuing second Year Civil Engineering, because suppose if you clear the written than you can't produce the "Pass Certificate or Mark sheet" at the time of Main Exam or Interview. So, don't do this . one more thing you will lost one of your precious attempt if you belongs to General Caste...... So, prepare for the same now onwards... Good Luck...

but now that time is most important don't waste that time. you should start preparation for the exam.

Unfortunately you are not eligible to apply for UPSC Exam while pursuing your Civil Engineering.
Because to apply for UPSC Engineering Services Exam minimum education qualification required is Bachelor's Degree in Civil, Mechanical.
Yo should have your degree in your hand to apply for the examination.
So I advise you to complete your Bachelors first and than apply for the examination.
If you have adequate time than you can start preparing for the said exam if your ultimate goal is to join Government Department.
the earlier you start to study for the exam the better will be chance to cover as much syllabus as possible.

MINIMUM ELIGIBILITY FOR UPSC EXAM
1.Must have Bachelor Degree
2.Degree should be from recognized university
