dear the education qualification for the upsc exams is graduation or engineering from a recognized university,

so if your engineering is from a recognized university then you can apply for the upsc exams,

not educational eligibility alone is enough for appearing in the upsc exam your age also must lie between the limits of the upsc exams.

Yes friend , if you complete your greduation(engineering) in electrical branch then you are eligible for the UPSC exam.

The qulification is;
Complete greduation in any stream. age is 21 to 30 year.
for sc/st student 5 year
For obc 3 year upper age are consider.

So you are eligible for the UPSC exam.
