Yes you can because a candidate who wants to appear to such exams need to a graduate.
But make sure that the university form where you have done your graduation should be recognized by the UGC.
If it is so and you also fulfill other criteria as well,then you can surely have a go at these exams!
Look at the syllabus and observe it carefully.
Just keep your basics clear and there is no such need to do any extra course!

Yes,why not after graduation or during your final year ,you can appear for the civil services examinations but from my point of view ,I would suggest you to kindly go for at least one year preparation for the examination at famous institutes .Just appearing for the civil services examinations does not mean any thing.
