UPSC does not consider marks so don't worry about that. You just have to satisfy the basic eligibility criteria to be eligible for the Exam.
Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.
The basic eligibility criteria for Civil Services Exam are as follows:
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if the university is a recognized university
Age limit
General 21-30 yrs
SC/ST 21-35 yrs
PH 21-40 yrs
Number of attempts permitted
General 4
OBC 7
PH 7
SC/ST No Limit
Nationality should be Indian.

Eligibility for UPSC civil services exams : Dear for your kind information that IAS, IFS, IRS etc. exams or posts are under the civil services and you should have following eligibility criteria to apply for this examination :
A bachelor's degree in any discipline from a recognized university or board or institute and if you are pursuing final year of the degree or awaited for the result of final year or appearing for final year exams then also you can apply for UPSC civil services exams
Your age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided as per government guidelines which is 5 years for SC/ST, 3 years for OBC, 10 years for PWD and 5 years upper age relaxation for Ex-Servicemen candidates and relaxation for - widow, separated and divorced female candidates would be provided as per government guidelines
Dear if you want to become an IRS - Indian Revenue Services Officer then you would have to qualify UPSC IAS exam or civil services exams because IRS post is under the IAS and candidates gets services according to the following criteria :
1. Top 50 candidates in IAS exam would be posted to - Indian Foreign Services
2. After top 50 candidates those who have middle rank in the exam would be posted as - IAS officer
3. Those candidates who have lower ranks would be posted as - IRS - Indian Revenue Services Exam

Well dear to apply for ias/irs exam you need not to score any minimum percentage.if you have got graduation from a recognised university then it is sufficient to apply for ias/irs exam.

dear frnds, its not necessary that how much percentage you should have UPSC not require percentage of marks in graduation. If you are simple pass class graduate then offcourse you can apply for IRS or IAS exam. So, complete your graduation with proper degree from recognized university.

Civil Services Exam is conducted by UPSC for the posts of IAS, IPS, IRS etc. posts.
Civil Services exam constitutes three parts:
1. CSAT
2. Mains
3. Interview
for appearing in exam you have to fulfill some other requirement like:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.
and you must have attained the minimum age on same date and you have not attained the upper age on similar date.

There is no percentage required for the upsc exam only what all is needed you hold graduate degree from recognized university and your age should lie between 21-30 yrs...

You have to score a only a passing percentage in your graduation to be eligible to apply for UPSC Civil Services Exam(CSE).

To become an IRS(Indian Revenue Services)/IAS Officer you have appear/clearthe prestigious Civil Services Exam(CSE).
