surly you can do. only condition is that before interview you have to graduate.there is three steps
1) prelims
2) mains
3) interview
No, dear you can't give both exam while studying final year BA from Gujarat University after complete graduation you can apply for both exams. Mostly procedure are same for both exams.

Yes dear as you are final year b.a. student so you can give these exams.you have to present your graduation degree at the time of mains exam.
ELIGIBILITY:
<>you must have an indian citizenship.
<>you should have a graduation degree from a recognised university in any stream.
<>your age should be between 21 to 30 years.age relaxation of 3 years to obc and that of 5 years is given to sc/st candidate.

yes, of-course you can apply for UPSC and GPSC exams while pursuing final year of graduation(BA). UPSC exams are national level exams and GPSC exams are state level exams.
UPSC conduct Civil Services exam every year for the posts of IAS, IPS, IRS etc. to appear in Civil Services exam you have to complete graduation in any discipline from recognized college or university with any percentage.
Civil Services exam constitutes three parts:
1. CSAT
2. Mains
3. Interview
for appearing in exam you have to fulfill some other requirement like:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.
and you must have attained the minimum age on same date and you have not attained the upper age on similar date.
