Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.
The basic eligibility criteria for Civil Services Exam are as follows:
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university

yes, you can write Civil Services Exam after completing B.A. in History. As to appear for exam you need to only have graduation degree. You can also apply for the exam in final year of your graduation.
Civil Services exam constitutes three parts:
1. CSAT
2. Mains
3. Interview
for appearing in exam you have to fulfill some other requirement like:

Hight Male - 165 cm and 160 cm for ST category candidates

Eye Sight - Near vision should be - 6/6 or 6/9 for good eye and 6/12 or 6/9 for worst eye and Distant vision for good eye - J 1 and for worst eye - J 2 and no color night blindness
Ear - Good listening and normal year cavity and frequency should be between 1000-4000 and hearing impairment should not be more than 30 decibels
Nasal - Male/Female candidate should not stammer during to speak/talk/converse
