Yes you are applicable,but the two things that is responsible for your doubts

a)having a degree through a distant education-the degree of a distant education is very much valid and is legal and you can apply for any job whether private or government with such a degree,there is no issue regarding your degree,the distant education mode has the equal importance and the validity in compare to the regular mode.

b)having a gap of years-when you speak about the gap in study and jobs,it is a important aspect to discuss,but such is necessary for the private sector only and not for the government sectors,the private sectors have issues regarding the gap but there is no such problems with the government sectors.

But the most important factor that you should keep in your mind is that you must match up your age with the jobs that you are applying for the,since it has been 10 years of you completed your graduation,and there are age limits in every government sector,so you just check the age criteria.
