Yes my friend. It is very compulsory to clear the prelimns first in order to go through the civil services examination.
The preliminary examination is just a phase of selection for the upsc posts. The recruitment os done on the basis of three phases or rounds. The first round is the prelims.
The second round is the mains examination and the final round is the personal interview round and thereafter only you can get into the civil services

YES IT IS COMPULSORY TO CLEAR PRELIMINARY EXAM.
In order to select candidates for civil services,the CSE(Civil Service Examination) is conducted.
There are three stages for civil service examination
1)Preliminary
2)Mains
3)interview
You can proceed to the next stage only if you have cleared the previous one.It is necessary to have cleared previous stage,it is similar to the theory according to which you can not get in class 10,until you pass class 9.
