For Custom Exam you have to write civil services exam conducted by upsc. After then you can choose Indian Revenue Service Exam.
Civil Service Eligibility:
Candidate should be graduate any stream from any recognized university
Age should be between 21-30 years
Relaxation for OBC 3 years SC/ST 5 years
Attempts
For General Candidate 4
For OBC Candidate 7
For SC/St Candidate No Limit
Examination:
Examination is conducted in 3 stages
1. Preliminary Test:
It consisted of two objective exam. One for General Studies carrying 150 marks and one for an optional subject choosen by candidate carrying 300 marks.
2. Main Examination:
It consists of 9 paper and two of them are qualifying in nature.
Paper-I : One of the Indian Languages to be selected by candidate : 300 marks
Paper-II : English (Qualifying) : Marks 200
Paper-III: Essay : Marks 200
Paper IV & V : General Studies (300 Marks for Each Paper) Total marks 600
Paper : VI,VII,VIII & IX Any two Subject(Each having two paper) to be selected by candidate : 300 marks for each paper total marks 1200
3. Interview Total Marks 300
Candidate who qualify main exam are called for a personal interview.

firstly after complete your graduation you should have to appeared for UPSC CIVIL SERVICE EXAM .
if you will passed that exam and if you will be selected then you can choose IRS .
IRS stands for INDIAN REVENUE SERVICE conducted by UPSC once time in a year.
