Eligibility Criteria For UPSC Exams:
1. Graduation in any field with any percentage.
2. your age must be within 21 years to 30 years. Relaxation for reserved category candidates in upper age limit: 3 years for OBC , 5 years for SC/St and 5 years for Central Government Employ.
as you have completed B.E you can apply for UPSC Civil Services, IES, IFS, CDS, CPF etc.

being a general candidates you can give the exams max 4 times

Exams are held in three stages
Prelims
Mains
Interview

Next prelims exams will be held in may 2013 and forms will be available in feb 2013.

which will have 2 papers
paper 1 general studies

Your age should be between 21 to 30 years

Not exceeded 30 years if you are general candidate

The relaxation for bc's and sc's are 3 and 5 years respectively

if you want to apply online for the upsc exam ,
then you can apply online through the website www.upsconline.nic.in

if you want to apply offline for the upsc exam,
then you have to purchase application form for the upsc exam from the nearest head post office.
the you need to post that form at the required address.
