    dear friend,

You can apply for UPSC exams in your final year of graduation or after completing your graduation.

    OBC: 21 to 33 years

    SC/ST: 21 to 35 years

UPSC also provide the 5 years of relaxation in upper age limit for central Government employs.

    yes dear friend,

you are eligible for applying for civil services examination .

as you told here your date of birth is 18/02/1989 that means your age is around 23 years.

so you are eligible because the age criteria is as under :-

    age criteria:-

for general candidates :- 21-30 years.

for obc category:- 21- 33 years.

    for sc/st category:- 21-35 years.

and if you are a central govt. employee than you will get an age relaxation of 5 years according to your category.

and also you are a graduate .

so you are definitely eligible for civil services examination .
