according to your dob your age will now 18 yrs. so you can obviously eligible for UPSC exam which conducted will be in 2013.............according to your dob you should have these eligibility which below mention................
For exam IPS, IAS, IES, IRS & CDS....
1. Should be graduate from recognised university.
2. Age should be for General :- 21-30 yrs.
OBC :- 21-33 yrs.
SC/ST :- 21-35 yrs.
3. Should be citizen of India.
For exam of SCRA & NDA.......
1. Should be graduate from recognised university.
2. Age should be for General :- 16-19 yrs.
3. Should be citizen of India.

Your age will be 19 year in 2013 so Dear you are not eligible for Civil services exam like IAS, IPS etc.
At this time you are eligible for two exam which are also conducted by UPSC
that is NDA and SCRA exam
NDA stands for National Defense Academy
SCRA stands for Special Class Railway Apprentice
