No , you are not eligible for upcoming IPS/IAS exam as i have calculated your age for the next upcoming exam that is in 2014 , and your age will be 20 in 2014 , and the
minimum age is 21+ , and also I can assume that you are still in first year of Graduation and in 2014 you will be in second year , thus, you can apply in 2015 being a final
year Graduate student .

so you are not eligible for IAS exam.because main eligibility for
IAS exam is of age b/w 21-30 Years...
so I suggest you to wait for you to become of 21 years

No, according to the age you are not eligible for IPS/IAS exam.
UPSC conduct the exams for IPS /IAS posts through civil service Once a year.
IAS stands for Indian Administrative Service & the IPS is stands for Indian police service.
The age criteria of both exams are same.
Age Limit for IAS & IPS:
For General the candidates must have attained minimum 21 year & maximum 30 year on 1st August of the year of examination.
The upper age limit is relaxed by 3 year for OBC , 5 year for SC/ST.
The upper age limit is relaxed for certain other categories.
Graduation is the minimum qualification required to apply for both the exams.

According to your Age you can not get eligibility to do IPS/IAS exams.
Before getting eligibility you are to fulfill eligibility criteria which is depicted below.
IPS/IAS Eligibility:-
1.A Graduate or a final year candidate from the recognized University /Institution in any stream can apply for
IAS or IPS Entrance Examinations.

Well friend i am sorry to say that with this date of birth you are not eligibe for the civil services exam as your age is under the minimum age limit which is 21 years.

Sorry to say that you can't apply for IPS/IAS post in 2013 and 2014. you can only apply for the exam in 2015. because now you are under aged for the exam. According to UPSC your age must be within 21 years to 30 years on 1 August of the year of exam. and from your date of Birth (30-07-1994) it is clear that you will reach the 21 years on 30-07-2015 before 01-08-2015. So you can write the exam only in 2015.
For the post of IPS/IAS UPSC Conduct Civil Services Exam. You can apply for Civil Services exam after or while appearing in final year of your graduation.
Civil Services exam is conducted in three phases and you have to clear all the phases to become an IPS/IAS officer.

As far as the eligibility criteria is concerned,it says that a candidate should be in an age limit of 21-30 years as on 1/8/2013.
Now,your D.O.B is 30/7/1994,so you'll be28 years old as on 1/8/2013.
Hence you can sit for the IAS/IPS exam!!!
