because according to UPSC rules the required age limit for SC category candidates is 21 years to 35 years.
and you should not reach the age of 35 years on 1 august of the year of exam.
from your date of birth it is clear that you would reach the age of 35 years on 20th January 2013.
so you are not eligible to apply for UPSC exams in 2013.

max age to apply for UPSC civil services exams is 30 years
and SC/ST candidates gets 5 years age relaxation so max age for SC/ST to apply is 35 years
Since you will be completing 35 years in jan 2013 and upsc exam forms will only come out in feb 2013, so you will not be eligible to appear in 2013 exams
dear as you belongs to SC category so you will get age relaxation of 5 years so you can apply for the upsc exams at the age of 35 years.
so if the upsc exam you going to apply for requires candidates of your age eligible then you can apply other wise you cannot apply because of your age.

in 1978 you complete the 35 years. you complete age in the month of the Jan if the last date of the application form submission before is your date of birth then you easily
appear in the exam. if the last date of the application submission after that 20th Jan then you are not appear in the civil service exam.
other wise you have only last chance to appear in the exam.
the age limit for the sc category is 21 to 35 years.
the attempt chance of the exam is the no limit till you complete the age.
qualification required graduation in any stream form the recognized university which is approved by the ugc/aicet.
the exam held in the month of the may.
