The Age Limit for UPSC Civil Services Exam in General Category is 21-30yrs on 1st August of the year of exam.
For OBC-relaxation by +3yrs so age limit is 21-33yrs.
For SC/ST-relaxation by +5yrs so age limit is 21-35yrs.
There is no relaxation of age for Female candidates.Only Female candidates are exempted from payment of exam Fees.
The eligibility criteria for female candidates is same as the male candidates of a particular category.
No you are not eligible for UPSC Civil Services Exam 2013 if you belong to General Category.
According to your D.O.B. 10/06/1983 you will turn 30yrs in June itself
but your age should not be 30yrs or more on 1st August 2013 to be eligible to apply to CSE 2013.
If your caste Sadaru community belongs to SC/ST or OBC category as prescribed in the Govt. list of castes in the reserved category
you will get relaxation of age as mentioned above and will be eligible to apply.

here are the age criteria given below for you.
Age criteria:-
for general category:- 21-30 years.
For obc category:- 21-33 years.
For sc/st category:- 21-35 years.
So according to the age criteria given you will be eligible only if when you belonging from sc/st or obc category.
Because in 2013 you will cross 30.
So if you are an sc/st/obc than you are eligible to write for civil services prelims examination 2013.

To be eligible to apply for preliminary 2013, a general candidate must be within the age of 21 - 30 years (both inclusive) as on 1st August 2013,
that is the candidate should not be born earlier than 1st August 1983, and not later than 1st August 1993 .
Hindu sadaru community comes under Central list of other backward classes for karnataka. So you are eligible to get age relaxation in UPSC or any other central govt. exams.
SO, you can get five year age relaxation,in the upper limit.
Thus you are eligible to write the exam till you exceed 35 years of age.
To avail this benefit, you must have a community certificate that you belong to OBC category.
So NO Problem, You can definitely apply for IAS prelims 2013. ALL THE BEST

however if your community belong to obc and sc/st then you will get three years and five years relaxation in age

according to your date of birth you must reach the age of 30 years on 10-06-2013.
so if you are from general category then you can't apply for Prelims exam in 2013. and if you are from OBC or SC/ST category then you can apply for the exam in 2013.

This year age limit date is as on 01.10.2012 for Civil Services Examination.
Next year it will be as per the 01.10.2013.
You age on 01.10.2013 exceeds 30 years so you cannot apply for the examination if You are applying in General Category.
Relaxation in age is provided only to Reserved Category Candidates as per the guidelines of UPSC.
I don't have much idea about sadaru community comes under which category.
If you have your necessary documents like Caste Certificate, Domicile etc. etc. than you can perfectly apply for the examination.
You need to consult this with your father and with Zilla Parishad about this matter.
If your father has his Caste Certificate than you can easily get your Caste Certificate to avail the benefit.
So first try to solve your Reservation Case and simultaneously prepare for examination as well.
