This is a good job you can get a good salary in this job.
But if you want to go for higher level job then you can apply for the UPSC exams.
You can give the upsc exams given below;
IAS,IPS,IES,IFS,IRSetc.
You must have graduate degre and your age must lies in between 21-30 years for the UPSC exams.

Because Government job is not easy to get.
And since you are having opportunity in your hand don't let it go.
You know every year nearly 1 million aspirants appear for various Government competitive examination in order to get a even a small government job.
I think you should accept the post because in future you can always apply for higher posts or other higher government posts.
Government job is hard to find in today's competitive environment so you should select it for you and your family's future.

I think u should not go for it if u have desire for higher post and have confidence in you. Once u joined it then it would be very difficult to keep the same pace of study. Government jobs are always open for those who really have the knowledge rather than having lots of degrees. Just write a letter to Railway Ministry for expansion of joining time.

according to my point of view you must go with your post of
Railway Board Secretariat Service.
it is a government post, which are hard to get. and it gives good
salary which is the second best aspect of job.
if you want to get high rank posts like IAS, IPS then you can
apply for Civil Services Exam.
but if you take my opinion i recommend you to go with that post.
