As you have said you are belong to SC category and you are a government employ, For your type of category you have 10 years of relaxation(5 years as SC and 5 years as Central Government employ) from general category candidate.
So, it means that for civil services Exam the age limit for you is 21 years to 40 years.
For CS exam you must also need graduation in any field. you can apply for CS exam online on http://www.upsconline.nic.in/

BASIC ELIGIBILITY for UPSC Civil Service Exam:
Must have graduation degree in any discipline.
Must be an Indian Citizen.
Both Male & Female are eligible to apply for this Exam.
Must have Age between 21 to 33 years for General category, 21 to 35 for OBC & 21 to 35 for SC/ST.
The age limit for the CSE exam is below :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-35 for ex-serviceman
21-40 for physically handicapped
Now as you are in SC cast so that your maximum age limit is 35 years .
Maximum number of attempts that you can give :
4 for general cast
7 for obc cast
no limit for sc/st cast
So you can give any number of time exam .
But you have done your graduation .
So if you fulfill the above criteria then start the preparation for the exam and give it .

as you are a central govt.employee than you get age relaxation of five years according to your age criteria:-
age criteria:
1. for general candidates : 21-30 years.
2. for obc candidates :-21-33 years.
3. for sc/st candidates : 21-35 years.
and if you are a central govt. employee and belonging to general category than your age limit is : 21-35 years.
if you are a central govt. employee and belonging to obc category than your age limit is :21-38 years.

Friend central government employee gets age relaxation in UPSC exam.
UPSC provide the age relaxation as per government norms
Ex service man: 5 years
SC/ST : 5 years
OBC: 3 years
PH: 10 years
As you mentioned that you belong to SC/ST category and you are ex service man.
So you will get double age relaxation.
So you will get the age relaxation of 10 years
The age limit for UPSC exam is 21 to 30 years.
So you can apply till the age of 40 years.
You must be graduate in any stream from UGC recognized college or university.

candidates belonging to OBC gets age relaxation of 3 years .
age limits for the OBC candidates is 21 to 33 years
SC/ST category gets age relaxation of 5 years.

belonging from sc/st or obc category .
The age relaxation for the same is as under.

UPSC Civil Services Exam Eligibility Criteria is following as :

UPSC Board provide relaxation in upper age as mentioned above and every category get relaxations according to the government rules so that you belong to SC category and a central government employee so that you can apply for IAS exam till 35 years of age after getting relaxation in upper age because the maximum age limit for general is 30 years so you will get 5 years upper age relaxation and there is no limit for you to apply for this exam as general for 4 times, OBC for 7 times means you can apply for this exam 35 years of age.

~21 to 30 years for general candidate.
~21 to 33 years for OBC.
~21 to 35 years for SC/ST.
~21 to 35 years for ex-serviceman of government.
Hence you have total age relaxation of 10 years.
For schedule caste category candidates upper age limit upto 5 years .
Then age will be 21 to 35 years.
Attempts for sc categories in upsc civil service has no limit.
Age without relaxation - 21 to 30 years.
Nationality must be Indian citizen.
Candidates must be - Physically and mentally fit.
