First of all i want to make you clear that IAS is not a exam. It is a post which you can get after clearing UPSC CS(Civil Services) Exam.

So to become an IAS officer you have to appear in CS exam.

For CS Exam there is no consideration of percentage you just need graduation degree of recognized college or university. So don'y worry about percentage. You can definitely apply for UPSC CS exam.

In Civil Services Exam there is tough competition so you have to prepare hard for cracking the exam.

don't worry man you can still apply for upsc IAS EXAM and other exams conducted by upsc such as cds,ifs,cpf etc
but your graduation should be form a recognized university under ugc and your age should lie between 21 to 30 years if you are a general category applicant .

sc/st applicants gets an age relaxation of 5 years while obc aspirants gets age relaxation of 3 years .

UPSC conducts various exams and IAS is one of the exam which is being conducted and it is known as one of the Indian Civil Service exam and is conducted every year.
