If you belong From SC/ST category or ex-servicemen then you have few chance to appear for IAS exam otherwise you cann't apply for civil services
There are minimum educational qualification is Graduate any stream from any recognized university.
final year candidate are also eligible for this exam
Age should be minimum 21 and maximum 30 years
Age relaxation for OBC 3 year and SC/ST 5 years.

Dear you have crossed the maximum age limit which is required for Civil services exam and according to UPSC board your age should not be less than 21 years and more than 30 years but if you are in SC/ST then you will get 5 years and for OBCs will get 3 years upper age relaxation so that if you are in SC/ST category then you are eligible to apply for civil services exams but only last chance means in only 2013 for pre exam you can apply but you must be in SC/ST category and if you are in general or OBCs then you are not eligible for this exam.
You should have a degree or it's equivalent qualification from a recognized university with at least 50% marks then you can apply for UPSC - IAS, IPS, IFS exams.

If you belong to Sc/St category then you are eligible for the exam
Otherwise you are not eligible for the exam because
The age limit for the exam is the 21 to 30 years for unreserved category but you complete the age 34 years in the next year.
The age limit for the obc category is the 21 to 33 year. Then you are not eligible for the exam.
The age limit for the sc/st category is the 5 years. You have the chance and give the exam
The exam notification is declare by the upsc in the next year in the month of the february-2013.
The preliminary exam is held in the month of the May and mains exam held in the month of the November.

Civil services examination are held every year by the UPSC .The age limitations for this examination are as below:
So if you belong to SC/ST category or some other categories like physically handicapped or ex serviceman then only you will be eligible for the civil services examinations other wise not.
Besides age limitations ,you should be graduate in any discipline from a recognised university.If you belong to sc/st then you will have unlimited attempts but till your age limits only.

Now your age is 33 .So you are not eligible if you are general or OBC candidates .
General category candidates age limit - 21 to 30 years.
OBC category candidates age limit - 21 to 33 years.
But if you are SC/ST candidates then you are eligible for IAS exam because
SC/ST candidates age limit - 21 to 35 years.
Candidates must be passed graduation in any stream.

but if you are from Sc/St category then you have one chance to apply for Civil Services exam in 2013.
According to UPSC eligibility criteria for Civil Services you must complete or appearing in final year of graduation.
Age limit:
general: 21 to 30 years
OBC: 21 to 33 years
SC/St: 21 years to 35 years
you must have attained the lower limit of age on 1 August of the year of exam and you should not have attained the age of upper limit on same date.

Eligibility criteria for CIvils:
(1) Nationality: The candidate must be an Indian citizen.
